Bengals always (or nearly at least) put the rookies at the bottom to start. Some end up climbing up as the preseason progresses, and some even get into a starter role by the start of the season.
The depth chart around Labor Day is the one to care about, not the one a month before.
If Joe is playing in preseason games, you can bet that he will have the full compliment of vets around him.
