Fans here would have rioted sometime in those 3 years before we got to Elliott's 5th year and he figured out whatever he figured out to become much better. He was objectively worse than Bullock for 3 years and there were a LOT of people who hated Bullock.

long FG of 57. 7 out of 13 at 50+ (53.8%)
Elliott's 2017-2020 - 107 FG attempts at 82.2%, 140 XPs at 93.6%

Talkin about the difference of just a couple kicks.
And at the end of the day, the Bengals didn't make the playoffs any of those years, so it's not like they would have missed out if they rolled with Elliott instead of Bullock.
I dunno, I felt we knew the ceiling for Bullock and what we were gonna get and would have taken the gamble on Elliott.
