Who knows who gets cut soon? But it always seems some good vets hit the market before week

When someone gets cut,any team cannot just grab that player.They have to clear wavers.There is a pecking order.The worst teams get first chance to claim them.I believe it is the same order as the draft.So just because someone gets cut,there is no guarantee,he will still be available,for the Bengals to claim.
