Just my opinion, but I think he and Jackson were inactive until Tufele and Carter proved ineffective (again). Then you would see Jenkins get an opportunity. This is veteran team. I can see coaches leaning on the vets early in the season. 

Jenkins was 100,000% playing Sunday.  That said, you are not wrong on your assessment regarding Dline readiness.  Jenkins is very close to good enough to be playing meaningful snaps, but the lack of quality depth ensured that he would be active.
