His next four games were 49, 36, 53, and 143. Over those eight weeks, he averaged 112 yards per game, but I would call it an eight-game stretch of "putting elite numbers together." 

So the 9 games last year before Burrow got hurt Chase averaged 91.2 yds per game. Now perhaps it seems like cherry picking but if you simply remove the 1st two game in which Burrow was immobile and in the 1st one was a decent rain he averaged 107.2 yds per game over the last 7 games. So is 5yd difference in average where the elite numbers line lies?  

I'm just not really sure what we are arguing here. Is this about if he was wrong to hold in and the team right not to pay him? Chase is elite. Every single person that covers the Bengals says he's elite. The Chiefs double covering almost the entire game seems to point to the fact they believe he is elite.
