I still can't see paying a player millions to play for another team, and sports owners do this, and that is team money wasted. 



Again, you are wrong.  Al Davis died, his son Mark, was there before he died then took over.   Mark did the deal with Palmer in 2012 himself, then traded Palmer to the Cardinals in 2013.  

No NFL team pays a player to play for another team.  The only way that could remotely happen is if the current team agrees to convert that player's salary to a signing bonus immediately before a trade in that same season in order to lower the cap hit on the team receiving the player in order to just dump him. Palmer's salary was converted before the 2012 season.
