If you can't change plans, especially if it is just 3your #2 receiver, you have a bad team/game planner.

If you’re running game is trash(poor personnel and pollack) and your receivers are garbage outside of 2 guys, the plan should be to spam the 2 good guys. That’s what they do because it’s smart to get your good players involved. They also do it because everyone else this front office has drafted has been garbage. Charlie Jones isn’t good, yoshi can’t get seperation, Burton has obvious brain problems, gesicki is mediocre. What players do they need to get involved?
