I would agree.
I only mentioned potential backup because:
1) Herbert has not been a bellcow back aside from a few games each season 2021-2023 and none this season.
2) Chase Brown showed last week against LV what he can do if he's a bellcow - 32 touches for 157 yards
Bengals might want to give Brown ~15-20 touches a game and Herbert ~10 if they really want to see if Brown could consistently be at true RB1.
I would expect part of the interest to trade for Herbert was to give him more than the ~5 touches a game he was getting this year in CHI.
