Yeah it's no longer about FA spending at this point. It's clownery to suggest that they are underperforming due to inactivity in FA. That narrative has been dead since 2020 or so. In some cases they've even gotten the best player they possibly could at a position of major need (Reader, OBJ).
The current problem is scouting and evaluation. We have a pretend GM and 6 scouts. That's not a serious scouting department. It's barely a skeleton crew. Being deficient in scouting directly correlates with the crap drafts we've had more often than not in the Burrow era. You can't have Myles Murphy picks that disappear on the field while the pass rush is non-existent. You can't have Jackson Carman unable to get on the field for years at a major position of need. You can't have Dax Hill taking 3 seasons to find a position in the NFL.
The other problem is a strange stigma about certain positions and how they should be paid. They just can't get it through their heads that safeties and interior OL actually matter in this league and should be paid accordingly. We watched our most important defensive player walk away in Bates and felt the impact soon after. Now he's arguably a top 5 defensive player in the league for someone else. I'd bet a large amount of money that if he played corner he'd still be in stripes, but the Brown way dictates that safeties are insignificant and replaceable.
