They tried to claim Ngakoue when he went on waivers but the Patriots had a earlier claim.  The Ravens didn't cut him before the trade deadline in part so he couldn't pick his team

If they were interested, they should have quietly slipped in a 7th for him. Playing the waiver wire game is too risky
