The FO doesn't understand the concept of "Championship Window" or going All-In. The FO are too conservative to maximise these opportunities.
The minute the FO decided to Tag and keep Tee for the 2024 season instead of trading him, they should have started being more aggressive. Keeping Tee on the Tag is an all-in type move and the subsequent moves should have matched.
The Bengals FO like to rollover ~$10m in cap space every year, if they were more aggressive, that would have been enough to sign Stephon Gilmore($7m) and Calais Campbell($2m), without having to even restructure any other players contracts.
