You're exactly on point. 

Idk if this holds up anymore.  After year 1, Taylor got a couple of legitimate hauls of defensive free agents.  Many turned out to be really impactful.  Outside of a couple of odd Jackson Carman type picks, I think Taylor and co have had plenty of control over drafting as well.

Also, they rebuilt most of the o-line in FA.  They've struggled, but they've brought in what looked like solid RT veterans that just haven't stuck.  OBJ was the best OL on the market and in his prime when he came here.  That's something that you would never have seriously considered happening in the Marvin era.  I couldn't believe it when they signed him.

The final roadblocks to personnel legitimacy for this team are a scouting dept. and guaranteed money.
