There was just less than 1:50 left. If you take the penalty it's 2nd down all over and they basically run out the clock. Declining leaves it at 3rd down and the clock starting at the snap. If they hold then the 4th down play is with 1 minute left. If they get a stop on 4th or they punt Bengals have just under a minute to get a winning TD.
