He's a better player, took the organization to the Super Bowl, and currently IS the Cincinnati Bengals. He is the brand. Palmer was never connected to the organization, fan base, city, etc. the way Burrow is.
That being said, I think the organization will do whats required to make him happy. Do I think it'll be Joe going into the FO and saying "we need to fire the DC, cut Hubbard, etc."? No. I think the writing is on the wall with what he's been putting out there in the media and that'll be enough. I think a lot of changes are coming.
I disagree, Burrow wanted Bates and Higgins re-signed big time. Didn't happen. Ownership does what they want and as Mike Brown once said years ago "It's too expensive to win a Super Bowl" still stands.
