I heard the Chinese spy balloon theory today.
The theory being the drones are loaded with the same info gathering tech as the balloon, so the government can determine how much data they may have captured and were able to send back. Plus info gathering on its own citizens is always a bonus. Also allowing them to judge the efficacy of using them to gather data from adversaries.
Maybe the drones are too expensive to try out on cartels, so they have to try the drones out on their own populace who will not shoot them down?
