Because the contract was initiated face to face and the defended twisted his body away from the blocker. The momentum of both bodies just happened to land on the ground juxtaposed in that fashion. Had the initial contact been initiated to the back of the defender, likely would have been a penalty. Had the OL egregiously dove on the defender while laying on the ground, also likely a penalty. A lot of what is or isn't a penalty is often a judgement call by the witnessing official as the play unfolds.
