Maybe the drones are too expensive to try out on cartels, so they have to try the drones out on their own populace who will not shoot them down?
Since when do Americans not love shooting shit? I mean sure, they prefer shooting each other and ideally in a church or school, but I am betting drone shooting rivals porn surfing and deer hunting in popularity. Drones is always in season and no limit from that pesky game warden.
