It seems like it has nothing to do with the play. Its a silly rule.
To prevent blocking at the second level before the pass, and to make it clear who is eligible to catch the ball. If you are an ineligible receiver, you can't be out there until after the pass, otherwise someone on defense might consider you as a tight end or only think it is a run at that point.
