Shouldn't he be overruled if there is a better candidate available? Whether consciously or not, he might allow factors like job security affect his judgment. If you put a gun to my head and made me choose between a Robert Saleh or some random guy who is friends with ZT and no accomplishment to speak of, I know which one I'm choosing.
The talk of Lewis is amusing. I had thought for some time that he would be one of the better DCs if he were to swallow his pride and pursue a coordinator job. It would make a lot more sense for just about any team other than the Bengals IMO. Awkward might be an understatement to describe a former HC coming back with an entirely different chain of command, players, etc.
