Tee is not an elite player. I'm sorry. He's a very good player with iffy availability. There's no such thing as a 0x Pro Bowl, 0x All-Pro, #2 WR playing ~55-65% of the snaps who is elite, and Tee isn't going to suddenly stop getting a hamstring injury every single year, play more snaps than he ever has in his career, and put up 500 yards more than he did in his current career high (that was 4 years ago) to suddenly become elite.
