That's 74% of the snaps of the games he's actually playing. So if a player played only 10 games but they played 100% of the snaps in those 10 games, their personal page would show them at 100%. That specific spot doesn't include games he missed reducing his %.
A good example is...
Erick All played 9 games, and in those 9 games he played 231 offensive snaps, which was 42% of the snaps in those 9 games.
Mike Gesicki played 17 games, in those 17 games he played 523 offensive snaps, which was 46% of the snaps in those 17 games.
...but when you're looking at out of the whole season's snaps, Erick All is actually at 20.32% of the offensive snaps while Gesicki is still at 46.00%.
You need to look at a the list of the team's players snap counts for that year to get the % out of the full possible amount.
