You guys need to study up on how the franchise tag works. The Bengals tendered Tee a non exclusive franchise tag. This means Tee and his agent could negotiate with any team he wanted and he could have agreed to a deal with any team he wanted. This is not tampering nor do you lose draft picks or get fined. This is part of the NFL rules regarding free agents being franchise tagged. Once Tee agreed to a deal with his new team, the Bengals would have the option to match the offer or receive compensation in the form of 2 first round draft picks. Again, Tee being franchise tagged DOES NOT prevent Tee and his agent from seeking, negotiating and agreeing to a contract with another team. Tee and his agent could have contacted every other NFL team and worked out a deal and absolutely nothing in the NFL rules prevent this.
