I belive the big hurdle for teams interested in a player on the non-exclusive tag isn't so much the price tag dollar value but the loss of 2 first round picks.  I think it's actually rather rare for teams to use the exclusive tag.  As you can see from the link above no teams used the exclusive tag last year.
