I belive the big hurdle for interested teams with the non-exclusive tag isn't so much the price tag dollar value but the loss of 2 first round picks.  I think it's actually rather rare for teams to use the exclusive tag.  As you can see from the link above no teams used the exclusive tag last year.

Thank you, George. I had forgotten all about the 2 first round picks part of the clause. For some reason I get the exclusive and non-exclusive mixed up. I guess I'm just getting to be an old man starting to get some things mixed up..
