Well i think I saw it on here and haven't looked into it but was this often injured WR still the #8 wr in the league from a production stand point? 

I also won't pretend to know all the nuances of the NFL salary cap ( not sure the Bengals FO does either). But apparently we could do the contracts for all 3 and not effect the cap # this year all that much. We could still afford to make some moves in FA. I don't know what to expect from the Bengals. But I know this is the time there are no excuses if they don't go all in they either don't care about winning or don't understand how to maximize they're potential.
