Sometimes people, no one specific but in general, just don't understand nuance. Your example is perfect. You can't compare and have the same apple when one comes from a healthy tree and one comes from a dying tree. Burrow had so much more around him. The good news for Bengals fans is that his specific talent translated to the NFL, even when other parts of his team were breaking down. He was still able to perform individually, great. You can compare two players traits (Burrow and Sanders) and they can appear to be similar, but that doesn't mean Sanders game will translate well to the NFL and he will compete at a similar level that Burrow has.
There's nothing wrong with comparing how one QB does one thing like another QB. There is something wrong with not realizing all of what was said and it's on the realizer and not the person making the comparison.
