Good teams are always top of the charts in some way or another. Bengals have one of the better offenses in the NFL. They also let their defensive slip in most areas including the egregious DL choices.  Bengals need to maintain their offense while improving the defense.

Right, but maintaining their offense can also mean improving the OL and rushing side of the game. It doesn't mean that they need to throw exorbitant money at just the QB and WR position. One dimensional offenses typically don't fare as well as balanced attacks in Championship level play.
