If given the non exclusive tag again, I seriously doubt any team is going to give an offer to Higgins that the Bengals would not match and give up those two first round picks.  That is why the non exclusive tag is the most frequently used tag.  The team would end up paying not only a premium price but also give up two 1st round picks.
