That's not how that works. Any team interested makes the Bengals a trade offer and the Bengals can accept it or turn it down. There is nothing to match. Example a team can offer the Bengals a 2nd round pick. The Bengals can take it or decline it. They don't have to match anything.
What it does allow for Trey is for he and his agent to seek out trades from teams he may be more interested in playing for. That way he has a bit more say in where he might end up as opposed to the Bengals just trading him to whatever team. Technically the Bengals could still do that but they are putting it up to Trey and his agent to do the work and let Trey test his market value. He and his agent will want to have some agreement with any teams they talk to about a trade that there will be a pay raise/contract extension with that team if the Bengals accept the trade offer.
