The July 15 deadline doesnt mean Tee is automatically signed to the tag.  Tee still actually has to sign.  What the July deadline means is from that point on, Tee can no longer negotiate a new contract until the next season.  If he decides to play after July 15, he has to play on the franchise tag with no new contract.  He can choose not to sign the tag and sit out.  Tagged players do not have to play.  They can sit out the season if they want.  Le'Veon Bell sat out a season when the Steelers tagged him a 2nd time.  It however is very costly as ultimately the player ends up losing money by not playing.  Bell never recovered and regrets sitting out over the contract dispute.
