It is kind of strange Becton, Jenkins, Hernandez and others are not signed yet. Maybe they are. not the slam dunk teams are looking for either. Maybe, their agents are attemting to get too. much.

I understand the other guys not having signed yet. Jenkins is expected to get the biggest contract of the remaining guards. He should therefore be the next domino to fall. His deal sets the table for the remaining guys. Once teams are out of the Jenkins race they will pivot to the other guys and will have the money put aside for Jenkins free to spend.

Hernandez won’t be signed yet because of injury.

But generally the longer a player waits the less money a team has to play around with. Maybe he’s waiting for a team to restructure one of their stars to free up cap space ?
My guess though is that he needs to be medically cleared first.
