I would say the big difference is that Burrow actually beat Mahomes a few times early in his career.
And Burrow has had more injuries as well.

But the overall team makeup is quite similar.

It took Manning a long time to win it all. 
His defense was never good enough--until it was, and they won a championship.

Manning did not deal with pressure well. Burrow definitely has him beat in that regard.
