There is no maximum an NFL team can spend, there is only a minimum, but they must stay wiithin the saary cap guidelines.
It has been a March of extreme cap conservatism from the Bengals, punctuated by choices on Tee & Chase contracts. Most other teams would have significantly smaller year 1 cap hits (PHI, BAL, KC, BUF are all examples) and would be able to fit another moderate veteran contract or…
