Andrew Billings turned out to be a pretty good pro. It took him 3 years or so to really take off.
Margus Hunt wound up having some quite good years in Indianapolis after moving from edge to DT and being schemed to rush from over the center. It took a position change, scheme change, and 4 years or so for him to take off.
I could see Stewart's career arc being similar to those two. While he shouldn't be an abject bust, I don't think it's unreasonable to call him a project. I'm for taking a more polished DL at 17 if that's the way they go. Come to think of it, Michael Johnson and Carl Lawson were late bloomers too. Maybe that wasn't their fault.
You can see a distinct pattern where the Bengals have clearly valued prototypes over football players at the edge position. Will they ever self evaluate and change their processes? Or are they like a human version of Space Invaders who will just keep doing the same thing over and over again...
