Having said that, I would love Risner and then let Volson and other fight for their NFL career in camp. If they don't improve, then we cut Volson and/or others.
I agree with that approach.
Bengals don't HAVE to cut Volson before signing Risner. They have plenty of cap to keep Volson through August.
They could have Volson compete with Ford and Patrick and whoever performs the worst gets the axe by cutdown day in late August or early Sept.

Zac Taylor 2023: 9 wins despite losing Burrow half the season
Zac Taylor 2024: Started 1-4. Ended 9-8 but barely missed playoffs
Changes needed to do better in Sept/Oct moving forward.
