My priorities are to go Best Player Available and not start chasing needs. Yes, the Bengals need an IOL and safety and LB, etc. But if they plan on a rookie to protect Burrow and fill other areas of needs, they are quite likely to be disappointed come the season. Just take the sure BPA. If it doesn't match the Bengals needs this season, then make trades or sign free agents. Selecting the lesser prospect because they have a need is not the route for long-term success in the draft.
