You never regret drafting great players, regardless of how stacked you may appear to be at a position. Conversely, you will always regret drafting guys that don't work out, regardless of how weak you look at that position.
Yes, passing on top prospects -- especially in the first two rounds -- because of chasing needs is not a recipe for success IMHO and reeks of desperation. It also means counting on rookies. I would prefer to take the blue-chipper, and if there are still gaps at the end of the draft, make a trade or pick up players who will inevitably be let go after the draft.
