The rookie deals aren't "new" cap space. They are going to essentially replace existing contracts. For example Dylan Fairchild is scheduled to make around $1 million. He is going to take the spot of a vet that is on the current roster (we will use Volson). Volson's money is essentially swapped out with Fairchilds.
All in all, the rookie contracts will be a wash because that money is already somewhat accounted for.
