Yes they are. Their "efficiency" is absolutely terrible. They could have signed Chase, Tee and Trey to much less money over the last 2-3 years. They've ended up having to pay many millions more because they wanted to haggle as the market price rose. With even a little commone sense, forget about foresight, they could have all of them under contract right now, paying them less annually while having more cap space.
Now that they're under contract (i believe Trey will be soon), in 2-3 years, their current deals will look like bargains and i'm sure many (some?) will come running to proclaim how smart the Bengals FO is for having players already under contract while the market is skyrocketing. Only, they'll forget how much more they could have saved if they had simply done it earlier.
Now, if you want to talk about their M.O., then i can agree. They have changed the way they operate over the last 5 years, with improvements in different areas. They still lag behind the "better" franchises in some ways, but they've gotten better with things like RoH, improvements to the stadium and practice area and the improvements to the locker room and weight room, etc.
