They are top 12 in cash spent because of the Higgins and Chase signing bonuses. Cool? I am not sure what your point is. That they spend "cash" around league average? Good for them. 

They are still 25 million under the cap. They have team needs. They can address those team needs by spending more money up to the cap. Go out and spend 4-6 million on a legititmate starting guard instead of rolling Cody Ford out there week 1. Once they do that, then I'll be happy.
