It's seemingly why he has come back multiple times for extensions. The Bengals gave him 4 years initially and the extension was for only 1 more year. He's "only" 30 years old. I'm sure he feels he still has 4 or 5 good years left. Plus, he's spoke several times of wanting to be here, not wanting to go to the highest bidder. 

And he's not going to get it at his age. He should make the money he can while he can. If he plays for 28 million this year and then he's out of his contract and he can go anywhere he wants. He KNOWS he's not going to get a long-term deal at his age, which is why he's trying to blackmail the Bengals.
