I would add one more update to the agreement with NFLPA, as follows:

With NIL, some of these college players are entering the draft having made millions already. The days of draftees being in debt for tens, if not hundreds of thousands of dollars to their agent/agency are over. They don't feel forced to sign a contract just to pay off the debts. That leads to the behavior we are seeing from Shemar.

Knowing that he can sit out this year and re-enter the draft next year, is an option that he can take, given that he is already a millionaire.

This option has to be taken off the table by NFL. 

If a college athlete doesn't want to sign a reasonable contract by the Team who drafts him, he should sit out 4 years (the length of the contract) before being eligible to re-enter the draft. Or he can buy his re-entry for the following year's draft, by paying the Team who drafted him the full contract value he was offered, or $15M (whichever is greater). This amount would be adjusted relative to cap adjustment every year. Also, the Team gets this amount added to their cap space immediately.

Lastly; just to make sure that there are no shady tampering/influence by another Team, any Team who drafts the player the following year, has to compensate the original Team for the draft value loss.

In this situation, Shemar would have to pay the Bengals $19M for the right to reenter the draft next year. We get $19M of cash AND additional cap space this year. Additionally; we get two first round picks for 2026 draft from the Team who drafts him in 2026.

I think that will end this garbage behavior.
