Rookie minicamps are for draftees to get and orientation to Team norms, culture and processes, get fitted for equipment, acclimation to NFL life and basic introduction to the scheme and terminology.
Implementation of their system is done at OTAs. In this case, Golden would implement his system, have his players "walk-through" those plays as they are called.
Learning the system, terminology of plays, and understanding your responsibility in each play called, are implemented at OTAs.
Players will then leave with iPads and are expected to come into camp having learned all that.
