I get your perspective in terms of Stewart's ATTENDANCE at the OTAs. however; I would not define it as participation.
My thoughts were related to the content of OTAs. It is much more than introduction to Teammates and your locker.
After implementation of scheme and terminology, the on field walk-throughs and drills are critical to to processing the terminology, understanding the concept, knowing the stance and where to line up, and strategy for each play called.
He could have also benefitted from positional drills, get pointers on rush plans and cross, rip, spin, etc.
Given that he is a DE (not a S or LB), he could catch up at camp within a few days. But that will depend on whether he will study and communicate with other players before he hits camp. What furthers the issue is that the ideal "mentor" he could have leaned on before camp would have been Trey....
