In a perfect world, I could see a retractable roof on a stadium with much more fan protection, just cutting down on the wind chill would warm up the field a lot. Of course, a stadium like that doesn't need a scenic downtown location.
Retractable roof is just a more expensive and failure-prone dome.
Look around the NFL, any stadium with a retractable roof is closed much more than it's ever open.
-The Cardinals went 76 straight home games without opening their roof.
-The Texans had at least a 50 home game streak of it being closed at one point, and then a hurricane last year ripped some of the retractable panels off.
-The Cowboys went to open their retractable roof for a game for the first time in over two years and it failed and a pieces fell off it a couple hours before gametime.
-The Colts had it open just 3 games in the last 2 years.
