Yes, it does matter that all the players picked before Stewart and picked after Stewart are signed. It means there are contracts Bengals can go by of the other 31 teams and get their pick in here at a contract much like other signed picks by the 31 other teams. 31 teams signed their #1 pick and Bengals are only team that looks like they won't. If he is not signed, he goes back in the draft next season to another team. It means Bengals completely blew the 2025 draft. It does matter.
