Did you know other teams make fun of the size of the Bengals scouting department? It's a running joke that the Bengals would lose their entire scouting department if the rental car crashes on the way to the Combine or Senior Bowl.
Perhaps its best to stay in your own lane and dont worry about what others think..you want facts...the bengals have the 9th best winning percentage in the nfl the past 4 years..bengals sell out every home game and are top 5 in national viewership. And with burrow , chase and higgins have a superbowl window for years to come
...dude you have not gone around the league and interviewd hundreds of scouts..you have no idea what other teams think..how big was our scouting department when we went to the superbowl 4 years ago and the AFC championship game the year after...and had it not been for an inordinate amount of injuries including key starting players the last two years...who knows
With current technology..you dont need a plethora of scouts
