You don't just warm up and get loose. Most starting pitchers throw almost two full innings worth of throws in the bullpen before the game to get the shoulder loose and fluid. This is to prevent injury.
The human arm is not designed to throw overhand. That's why some softball pitchers can pitch a doubleheader and still pitch the next day. Every time you throw overhanded, you have small, microscopic tears in your muscles and tendons. The reason that they call it "rest" is because almost all color announcers are ex-players that haven't been to school in over a decade and it's easier for them to say a one syllable word like rest than it is to say recuperation or recovery. That's also why they throw in the bullpen two days before their next start. The recovery process, if monitored and handled correctly, will help you build up strength and endurance.
So instead of viewing it as only one inning, he probably threw around 50 to 60 pitches yesterday with the first inning warmup usually around 8-10 pitches.
