Its a questionable move because they paid full market price in what should have been a fire sale, but they didn't necessarily overpay for the player they got.
They didn't overpay for Palmer until they canned Hue, his Palmer-friendly system, and then shipped Palmer off for a 6th round pick. And there is no "fire sale" when Mike Brown is involved, because he'd put winning an argument over anything but a ridiculous bounty. When Palmer was holding out I was thinking "Come on Mike, don't punish the guys who are staying, if someone offers a 2nd or somethign pull the trigger."
I don't know the insides of it, but I'd wager teams that weren't the Raiders offered something that Mike turned down.
