It definitely would help.
However, the purpose of adding quality depth is to handle injuries to starters. Specifically, if the Bengals had quality depth at WR, TE , and LB last year, the injuries to Eifert, MLJ, and Burfict wouldn't have been as impactful.
On a related note, I do feel that the additions of Moore, Kroft, and Dawson help boost the depth and should lessen the blow in those position groups.
